Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.

With this comment we aim to highlight the need for additional transparency for effective DNS abuse mitigation. Based on our collaborative research on transient domains, we show that a measurable fraction of malicious domains evade current detection and reporting frameworks due to the lack of fine-grained and timely access to zone change information. We recommend that the forthcoming Policy Development Process explicitly address the visibility gap in DNS operations as a prerequisite for effective mitigation and accountability.
