The Regional Internet Registries act as operators of the in-addr.arpa and ip6.arpa zones. We are organised together as the Number Resource Organization (NRO), also acting as the Address Supporting Organization under an MOU with ICANN. 

We believe the NRO is an essential stakeholder in the Internet's naming and addressing infrastructure. As these zones provide critical reverse DNS data for the root, the stability and security of the Root Server System (RSS) are of vital importance to us and have a direct operational dependency on the RSS.

Based on the principles in the proposal, we believe that we fulfil both the criteria proposed. 

For this reason, the NRO formally requests to be defined as a Participant Stakeholder Community for the reverse zone operators in the future RSS Governance Structure. Our involvement would ensure that the unique perspective of the Regional Internet Registries as reverse zone operators is represented and that any proposed governance model fully addresses the needs of reverse DNS operations.

The NRO therefore suggests the following addition to the proposal:

Reverse Zone Registry Operators, Participants, Stakeholder Community 

Role: Identified and confirmed by the GS to participate in RSS governance formally and regularly

Structure: Recognised stakeholder community:

○ The Recognized Representative Body for the Reverse Zone Registry Operators is the Number Resource Organization (NRO)

Function Participates in the Council

○ The NRO Executive Council identifies and appoints its representatives
