Summary of Submission

India Internet Foundation is pleased to submit its comments on the proposed Functional Model for RSS Governance. We have been closely following the deliberations and meeting updates of the Root Server System Governance Working Group (RSS GWG). We highlight that several elements need to be revisited. Our full submission expands on some of the key points in detail, with constructive recommendations for strengthening the final model. We emphasize the importance of restoring the principles of RSSAC037, ensuring clarity on the roles of RSSAC and the RSSAC Caucus, and providing explicit transparency in the IANA/PTI accountability relationship.

We respectfully submit this comment for consideration and remain committed to contributing to a governance model that reflects the needs of all regions, including the Global South, and safeguards the stability of the Root Server System.
