一般更新

有关推出综合投诉管理系统的工作

改善用户体验以及实现由单一投诉管理解决方案解决各类合同合规性投诉，是目前及未来数月的工作重点。

改善用户体验

未来几周内，用户（即投诉人）将会在使用中体验到投诉系统所实现的改进。到时，下列链接将被一个一站式投诉提交登陆页面的链接所取代。

用户体验始于下图所示的投诉登陆页面。该页面中有三列，用户可通过此处导航到说明及投诉提交表格：

  • "投诉类型"列出投诉主题
  • "了解更多"提供跳转至定义、常见问题解答或术语的链接
  • "投诉"提供跳转至查找数据或投诉提交表格的链接

在投诉处理期间，用户会收到有关最新信息。沟通信件包括澄清电子邮件、受理或拒绝电子邮件以及投诉处理完毕电子邮件。在投诉处理完毕电子邮件中，还将邀请用户填写一份包括 5 个问题的反馈调查。注册服务商也会在投诉解决后收到这份附有调查链接的投诉处理完毕电子邮件。

单一投诉管理解决方案

正如之前讨论的，Whois 数据问题报告系统 (WDPRS) 将首先迁移到改进后的新系统。在此阶段还会实施执行流程，以实现从预防到执行的自动化。单一投诉管理解决方案的推出工作将按投诉类型分阶段进行，始于三月中旬并在接下来的几周内完成。

Blacknight Internet Solutions、eNom 和 GoDaddy 这三个试点注册服务商在为首次迁移至新系统而进行的测试中投入了宝贵的时间和精力，ICANN 在此表示感谢。

2011-2013 三年计划完满结束的良好开端

这项工作与 ICANN 加强合同合规性计划和改善运营这一承诺相辅相成。一旦所有投诉类型都迁移到一个平台上，ICANN 将提供更多的绩效衡量标准和经改进的报告。

审核计划更新

ICANN 于二月举行了两次第一年度审核计划的外展会议。在这些会议上，注册服务商和注册管理机构共同审核了总体调查结果。该调查名为"信息征询 (RFI) 阶段 – 第一年度审核计划持续改进调查"，在第一年度接受审核的合同签订方中有三分之一的签订方参加了此次调查。有关流程、通信和工具这三个待改进领域的反馈已收集完毕并将在第二年度审核计划中反映出来。

审核阶段自 2013 年 1 月 7 日开始，在此阶段中，ICANN 合同合规审核计划会持续专注于文档审查并为每位参与者制定报告。

从 2013 年 3 月开始，每位第一年度审核参与者都将收到一份审核报告。该报告或是强调"无漏洞"（无需采取进一步行动），或是强调"漏洞"（需要采取进一步行动，包括行动计划及其预计的补救日期，和/或需要马上补救该问题的依据）。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
