A vital part of ICANN’s processes is the opportunity for there to be public comment on each substantial piece of work before it is put forward for final approval. This is an archive of one month’s public comment periods, arranged according to the month in which the comment period was closed.
Each box below provides a brief explanation of what the comment period hoped to achieve, as well as: links to relevant reports and/or webpages; a link to the official announcement of the comment period; a link to where all existing comments can be found; and an email link for anyone that wished to send in a comment. A “summary/analysis” objectively reviews the comments.

| Proposed Global Policy for Remaining IPv4 Address Space | |||||

Explanation: On 4 February 2009, the Chair of the Address Supporting Organization Address Council forwarded a Proposed Global Policy for Remaining IPv4 Address Space, for ratification by the ICANN Board. Essentially, the proposal states that each Regional Internet Registry, RIR, be allocated one /8 IPv4 address block when the IANA free pool of IPv4 address space reaches five remaining /8 blocks. For the full text of the proposal click here. The development of Global Internet Number Resource Policies is the subject of an MoU, known as the ASO MoU, between the RIRs/NRO and ICANN. There are also specific ICANN Board Procedures for handling global policy proposals in this context. In line with the procedures, a final call for public comments is now open until 26 February 2009. |

| GNSO Constituency Renewals 2009 | |||||

Explanation: At the direction of the ICANN Board, the six existing constituencies of the Generic Names Supporting Organization (GNSO) have submitted documents that are intended to demonstrate their compliance with the principles of representativeness, openness, transparency and fairness set forth in the ICANN Bylaws. All members of the ICANN community are now invited to review those submissions and share comments and observations with the Board. The re-confirmation of existing GNSO Constituencies is an important part of the overall GNSO Improvements Implementation effort. The existing constituencies will be fundamental structures for new GNSO Stakeholder Groups that are being created as part of the GNSO Improvements effort. They will also play a critical ongoing role in the functions of the GNSO. It is important that all ICANN constituencies maintain their commitment to the principles of representativeness, openness, transparency and fairness set forth in the ICANN Bylaws. Community feedback on the practices and processes of the existing GNSO constituencies and their adherence to the existing Bylaws is an important component of the Board’s evaluations of these groups and any further improvements that the Board may recommend. | Fast Flux Hosting Initial Report | |||||

Explanation: In May 2008, the GNSO Council initiated a Policy Development Process (PDP) and called for the creation of a working group on fast flux. The working group was asked to consider a number of questions relating to fast flux. The Fast Flux Working Group started its deliberations in June 2008 and has now published an Initial Report. In this report, the Working Group has provided initial answers to the charter questions, has drawn interim conclusions and has provided a number of ideas for possible next steps.
