Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.

We recommend that ICANN and the RIRs publicly detail and document any issues with the current draft for the community in the next 90 days. We believe this process should complete within the ASO and the RIRs and ICANN need to open discussions on next steps and implementations which will require additional work. It is important that the community be included in open and transparent meetings and processes, not behind closed doors. It is recommended that ICANN consider both panels to discuss these issues openly and commission a working group as the basis for the execution of these governance requirements. For this document to have any legal basis the parties (mainly RIRs, ICANN/PTI, others) will need legal contracts as this current draft will never be a "law." We encourage the community to support this undertaking with inspiration from some of the secure stable examples the numbering community can find within the ways domain names have solved many of these issues since ICANN's inception.
This is the feedback for the current draft with proposed next steps.
Thank you for the opportunity to provide feedback on the “Governance Document for the Recognition, Maintenance, and Derecognition of RIRs (Version 2 (DRAFT)). Having spoken with many members of the global Internet community, this e-mail attempts to capture the collective feedback discussed. We extend our sincere appreciation to the NRO Number Council (NRO NC) and all community members who have dedicated significant time and effort to producing this second draft of the RIR Governance Document. This is a critical and complex undertaking, and we value the progress made.
We share the goals articulated in the document's preamble: to "Ensure Accountability," "Support System Stability and Continuity," and "Preserve the Bottom-Up, Multistakeholder Model". Our feedback is offered in a constructive spirit to ensure this document achieves those goals in a legally sound and operationally robust manner.
Summary
We support evolving ICP-2 into a binding governance framework.
Immediate transparency is required and the community deserves meaningful inclusion in meetings and process.
Governance and Global Policy must remain separate.
Critical issues require immediate attention (Continuity-EBERO, Detailed Obligations, Legal Backbone, Explicit Decision Making, Fix Structure).
Honor the spirit and Keep IANA transition promises.
