Two things I would like to comment here: (1) one letter to be included in LGR-6 and (2) two rules to be removed from Khmer-specific Rules and Action.


(1) One letter to be included in LGR-6: Unlike U+17CE ( ៎) which is used in exclamation, U+17CF ( ៏) is used in everyday language words, i.e. ក៏ 'also' and ដ៏ 'pre-adjectival particle'. I could understand why U+17CE is excluded, but U+17CF should be.


(2) Two rules to be removed from Khmer-specific Rules and Action:


Follows-series-two — A context rule for those code points that must follow series-two consonants. See Section 7.6 in [Proposal-Khmer]

Follows-series-one — A context rule for those code points that must follow series-one consonants. See Section 7.7 in [Proposal-Khmer]


7.6 Context of Shifter - Khmer SIGN MUUSIKATOAN (U+17C9)

The shifter ៉ KHMER SIGN MUUSIKATOAN (U+17C9) can only be preceded by one of the subset of

consonants which have been tagged “series-two” in the repertoire table (ង ញ ម យ រ វ ប).

7.7 Context of Shifter - Khmer SIGN TRIISAP (U+17CA)

The shifter ៊ KHMER SIGN TRIISAP (U+17CA) can only be preceded by one of the subset of consonants

which have been tagged “series-one” in the repertoire table (ប ស ហ អ).


While the rules are true when the shifter is placed after a base consonant. In consonant clusters, however, the shifter can be placed after any consonant, i.e. ស្រ៊ី (ស ្ រ ៊ ី). As you can see, the shifter ( ៊) is placed after រ​ which is not one of the item on the list in section 7.7. This is because the shifter works differently when it comes to consonant clusters. See Ordering section on page 25 of https://www.unicode.org/notes/tn61/utn61-Khmer_Encoding_Structure_V2.pdf and a complete list of consonant cluster pairs in Appendix E at https://github.com/sillsdev/khmer-character-specification/blob/master/specification.md#e-initial-consonant-clusters-in-both-series-. If the two rules above (Sections 7.6 and 7.7) are implemented, one cannot use the well-formed words to register their domain.
