The guideline for service regions to cover large, multinational areas without overlap is appropriate. It may also be useful to establish a periodic review mechanism to assess whether geopolitical changes or emerging needs necessitate any adjustments in service region boundaries.

The requirements for recognition, operation, and derecognition of RIRs are well-defined. To enhance transparency, it would be beneficial to develop a public audit or review process for Candidate RIRs seeking recognition, ensuring that stakeholders in the proposed region are fully aware and supportive of the process.
