This is a well articulated document from the ICANN Policy Support Staff with inputs from the legal team as well.


The only concern for me is the use of the word "variant" and "not variant". I think a simpler word could be used for easier understanding, taking into consideration that some of the constituents are not native speakers.

I am suggesting, probably the use of words like "similar or not similar" or "same and not the same". These could be used interchangeably with the word variant and not variant.
