Summary of Submission

DNS abuse is escalating faster than ICANN’s current policy development processes can address. Despite prior assurances of swift, focused efforts, timelines have stretched far beyond what the threat environment demands. The Business Constituency (BC) urges ICANN to implement a more agile and enforceable approach—by accelerating contractual updates with registries and registrars, establishing a standing advisory body for ongoing oversight, conducting periodic reviews of DNS abuse definitions, and embedding proactive measures such as stronger identity verification, faster mitigation responses, and standardized enforcement timelines. Without decisive and continuous action, DNS abuse will continue to undermine user trust, business confidence, and ICANN’s credibility as the steward of a secure and stable Domain Name System.
