The Network Information Center .ukgbni.com ( NIC UKGBNI) of the United Kingdom of Great Britain and Northern Ireland (UKGBNI), hereby submits its opinion to the ICANN community:


So that Not-for-Profit Operational Concerns (NPOC) can operate in a healthy way and carry out its activities in a democratic manner, not limited to defending the obscure interests of gTLD operators, with new gTLD operators being the great villains, for exercising undemocratic policies and abusive prices for consumers, an external audit is necessary to assess the activities of the NPOC and the character of its members.


A) Regarding the criteria for electing representatives to the NPOC, they must be based on the global community's desire for a multi-stakeholder Internet, which represents all interested parties;


B) We advocate that accountability and communications to and between members must be completely clear, objective, simple to understand and available online for everyone anywhere in the world;


C) They must create a permanent panel so that any individual or organization that wants to observe the activities of the NPOC, can be able to do so without bureaucracy and ICANN impediments;


D) Finally, whenever an officer is removed, the NPOC must invite the community to participate in new elections open to all.
