Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.

The Registrar Stakeholder Group (RrSG) appreciates the opportunity to comment on the Functional Model developed by the Root Server System (RSS) Governance Working Group (GWG) in response to Root Server System Advisory Committee advice.
The RrSG supports the proposed governance model for the Root Server System as an important step toward transparency and technical stability. The RrSG offers several recommendations to consider either in establishing an organizational design or once the model is fleshed out and operationalized, in order to help ensure the system remains technically sound, accountable, and free from capture.
