Outcome

The Public Comment proceeding on the Draft LAC Regional Strategic Plan FY26–30 provided valuable input that helped refine and strengthen the document. Based on the submissions received, GSE LAC clarified language in several areas, including the articulation of strategic objectives, the role of regional structures, and the framing of implementation considerations. While the overall strategic direction of the draft plan remains unchanged, specific adjustments will be made to improve clarity, transparency, and alignment with ICANN’s global strategic objectives—particularly in areas related to Universal Acceptance, DNS Abuse awareness, and regional capacity-building activities.

This open proceeding supported ongoing work by validating key regional priorities and confirming strong community interest in practical, impact-oriented implementation. Feedback received through Public Comment was instrumental in identifying where additional explanation or contextualization would enhance understanding of the plan, especially regarding how regional initiatives align with ICANN’s broader mission. The process reinforced the value of Public Comment as a mechanism for incorporating diverse regional perspectives, strengthening community trust, and ensuring that the LAC Regional Strategic Plan reflects shared priorities and informed input from across the region.

What We Received Input On

This Public Comment proceeding invites input on the draft LAC Regional Strategic Plan for FY26–FY30. The objective of the plan is to guide regional activities that advance ICANN’s mission, strengthen participation from diverse stakeholders across Latin America and the Caribbean, and align with ICANN’s FY26–FY30 Strategic Plan.

The GSE LAC team, together with the LAC Strategy Council, seeks feedback on:

• Key regional priorities that should be emphasized in the plan.
  
  
• How ICANN org can best support regional capacity building, outreach, and technical initiatives.
  
  
• Opportunities to improve multistakeholder engagement and representation from underrepresented communities.

The goal is to ensure that stakeholders in the LAC region are fully informed, engaged, and empowered to contribute to ICANN’s mission of supporting a secure, resilient, and interoperable Internet.

Background

The FY26–30 LAC Regional Strategic Plan will replace the FY21–25 edition. The draft framework was initially developed by the LAC Strategy Council and the GSE LAC team, reflecting regional input gathered through surveys, webinars, and bilateral consultations with stakeholders from governments, the private sector, civil society, academia, and the technical community.

This draft represents the collective efforts of ICANN org and the community to identify regional priorities that align with ICANN’s Strategic Objectives, including Universal Acceptance, DNS, DNS abuse, participation in ICANN’s multistakeholder model, and support for underserved stakeholders across the LAC region.
