Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.

The Registrar Stakeholder Group (RrSG) welcomes the opportunity to comment on the ICANN Draft FY26-30 Strategic Plan and Operating Plan Framework.
In the Draft Operating Framework for Fiscal Years 2026-2030, the RrSG especially supports the specific Policy and Advice Development areas that are flagged for strategic intensity and higher attention. Reducing complexity and incentivising active participation will certainly benefit the work of the ICANN Community and the stability of the multistakeholder model.
We stand ready to work with ICANN and the Community in developing and implementing improvements to mitigate the identified challenges, and ensuring that our policy development work is accessible to all while meeting timelines and completing work in a reasonable manner.
The RrSG has been particularly focused on effective communications, providing a series of “Explainer” documents to assist with implementing the new Registration Data Policy as well as other resources and guidance on our website. We similarly support ICANN’s efforts to create materials focused on the benefit of the multistakeholder model of Internet governance.
Financial stability is of critical importance to the ICANN community, and so the RrSG cautiously supports the plan to reevaluate ICANN’s funding structure and implement cost control measures. Further, the RrSG reviewed the Draft FY26-30 Strategic Plan and has not identified areas of concern.
