Summary of Submission

The Business Constituency (BC) welcomes the UA EWG draft Guidelines for Advancing Universal Acceptance (UA) Adoption and reaffirms its long-standing support for IDNs and UA initiatives. While we see the guidelines as a positive step, we believe they should better preserve the “universal” nature of UA work. We caution against limited stakeholder engagement and recommend broader inclusion of SMEs, startups, universities, open-source communities, and end-users, especially in the Global South. The BC stresses the need for centralized, well-structured UA documentation to avoid fragmentation and improve accessibility. We also encourage deeper collaboration with the open-source community to strengthen testing and implementation. In addition, we recommend clearer articulation of UA’s economic value across businesses of all sizes and stronger integration of security and trust considerations as key adoption drivers. Finally, we support expanded outreach, research partnerships, certification frameworks, and clearer criteria for defining “big tech” to ensure inclusive and effective UA adoption.
