Summary of Submission

I fully support the proposed amendments to the gTLD Registration Agreement (RA) and 2013 Registrar Accreditation Agreement (RAA) aimed at strengthening DNS Abuse mitigation. These amendments provide a comprehensive framework to promptly address malware, botnets, phishing, pharming, and spam.

The provisions regarding abuse contacts and reporting mechanisms are commendable. Requiring accessible abuse contacts and offering webforms for reporting will streamline the process and improve response times.

A clear definition of DNS Abuse is crucial for consistent and effective mitigation. Prompt actions against domains with actionable evidence of abuse demonstrate a proactive approach to minimize harm and protect Internet users.

The recognition of different roles for registrars and registry operators, granting them discretion in selecting appropriate mitigation actions, is vital. Flexibility ensures tailored responses for each case.

Expanding obligations for registry operators to conduct technical analyses and maintain statistical reports on DNS Abuse is commendable. These measures enable ongoing monitoring and timely resolution.

The proposed amendments strike a balance by avoiding a prescriptive approach. They consider the specific circumstances to mitigate abuse effectively and minimize collateral damage.

In conclusion, I strongly endorse these amendments, as they represent a significant step in combating DNS Abuse. I urge the ICANN community to embrace these changes to enhance the security and stability of the global domain name system.
