Secretary's Notice | Nominating Committee Appointments | 16 June 2003

Under ICANN's New Bylaws adopted as a result of the 2002 reform process, appointments are made to the ICANN Board (eight seats), GNSO Council (three seats), and At-Large Advisory Committee (three seats) by the Nominating Committee.

I have received the notification shown below from the Chair of the Nominating Committee, advising of the Nominating Committee's initial appointments.

As a result of the appointments to the Board, membership on the three bodies will be affected as follows:

A. ICANN Board

The Effective Date and Time of the New Board (Article XX, Section 2(5) of the bylaws) occurs at the first regular meeting that begins not less than seven calendar days after the ICANN Secretary has received written notice of the selection of Directors to fill at least ten of Seats 1 through 14 on the New Board. I have now received notification of selections to fill twelve of those seats. Thus, the Effective Date and Time of the New Board will occur at Montréal, on 26 June 2003, likely after conclusion of the posted agenda.

As of the Effective Date and Time of the New Board, the voting members on the ICANN Board of Directors will be:

  • Seat 1: Masanobu Katoh (term ends at conclusion of 2003 annual meeting)
  • Seat 2: Veni Markovski (term ends at conclusion of 2003 annual meeting)
  • Seat 3: Hualin Qian (term ends at conclusion of 2003 annual meeting)
  • Seat 4: Ivan Moura Campos (term ends at conclusion of 2004 annual meeting)
  • Seat 5: Vinton Cerf (term ends at conclusion of 2004 annual meeting)
  • Seat 6: Tricia Drakes (term ends at conclusion of 2004 annual meeting)
  • Seat 7: Thomas Niles (term ends at conclusion of 2005 annual meeting)
  • Seat 8: Njeri Rionge (term ends at conclusion of 2005 annual meeting)
  • Seat 9: Mouhamet Diop (term ends six months after conclusion of 2005 annual meeting)
  • Seat 10: Lyman Chapin (term ends six months after conclusion of 2003 annual meeting)
  • Seat 13: Alejandro Pisanty (term ends six months after conclusion of 2003 annual meeting)
  • Seat 14: Michael Palage (term ends six months after conclusion of 2004 annual meeting)
  • President: Paul Twomey (term lasts for the duration of his service as President)

When it becomes operational, the Country-Code Names Supporting Organization will select voting members to Seats 11 and 12. There will also be six non-voting liaisons.

After ICANN's 2003 annual meeting, Seats 1-3 will be filled by the following individuals:

  • Seat 1: Hagen Hultzsch (term ends at conclusion of 2006 annual meeting)
  • Seat 2: Veni Markovski (term ends at conclusion of 2006 annual meeting)
  • Seat 3: Hualin Qian (term ends at conclusion of 2006 annual meeting)

B. GNSO Council

The Nominating Committee appointments to the GNSO Council are as follows:

  • Amadeu Abril i Abril (term ends at conclusion of 2004 annual meeting)
  • Demi Getschko (term ends at conclusion of 2005 annual meeting)
  • Alick Wilson (term ends at conclusion of 2005 annual meeting)

These appointments are effective immediately, except that under Article VI, Section 4(2) of the bylaws Amadeu Abril i Abril may not take his seat on the GNSO Council until his service as a member of the ICANN Board ends in Montréal.

The eighteen current members of the GNSO Council selected by the GNSO constituencies will serve for the remainder of their terms for which they were selected, except that the terms of all of those GNSO Council members shall end at the conclusion of the ICANN annual meeting in 2003. They will be replaced by two representatives selected by each constituency. The GNSO Council also has non-voting liaisons from the Governmental Advisory Committee and the At-Large Advisory Committee.

C. At-Large Advisory Committee

The Nominating Committee's appointment of five individuals to the At-Large Advisory Committee (ALAC) is effective immediately. These five appointees join the ten individuals appointed by resolution 03.07 to the Interim ALAC, so that committee consists of the following:

  • Izumi Aizu (Japan) (term ends when Asia/Pacific RALO selects representatives to permanent ALAC)
  • Vittorio Bertola (Italy) (term ends when European RALO selects representatives to permanent ALAC)
  • Pierre Dandjinou (Benin) (term ends when African RALO selects representatives to permanent ALAC)
  • Esther Dyson (United States) (term ends when North American RALO selects representatives to permanent ALAC)
  • Clement Dzidonu (Ghana) (term ends when African RALO selects representatives to permanent ALAC)
  • Sunday Folayan (Nigeria) (term ends at conclusion of 2005 annual meeting)
  • Roberto Gaetano (Italy) (term ends at conclusion of 2004 annual meeting)
  • Kenneth Hamma (USA) (term ends at conclusion of 2004 annual meeting)
  • Xue Hong (China) (term ends when Asia/Pacific RALO selects representatives to permanent ALAC)
  • Erick Iriarte Ahon (Peru) (term ends when Latin America/Caribbean RALO selects representatives to permanent ALAC)
  • Toshifumi (Tommy) Matsumoto (Japan) (term ends at conclusion of 2005 annual meeting)
  • Sebastián Ricciardi (Argentina) (term ends when Latin America/Caribbean RALO selects representatives to permanent ALAC)
  • Thomas Roessler (Germany) (term ends when European RALO selects representatives to permanent ALAC)
  • Wendy Seltzer (United States) (term ends when North American RALO selects representatives to permanent ALAC)
  • Tadao Takahashi (Brazil) (term ends at conclusion of 2005 annual meeting)

The At-Large Advisory Committee also has a non-voting liason from the Governmental Advisory Committee.

As Chair of the 2003 ICANN Nominating Committee, I am formally notifying you that the NomCom has completed its selection of Nominees for the ICANN Board of Directors, GNSO Council, and Interim At Large Committee. I am separately notifying the Chair of the GNSO Council, and Denise Michel for the Interim At Large Committee of the selection of NomCom's selections for the GNSO Council and Interim ALAC.

The NomCom Nominees have been informed of their selection for these roles and each has confirmed his/her willingness to serve in the role for the specific term(s) for which he/she has been selected, and has been invited to attend the Montreal ICANN meeting. Note that Amadeu Abril i Abril, who is currently an ICANN Director, will not take up his new position on the GNSO Council until he steps down from his position on the Board.
