I have reviewed the proposed GNR whois procedure modifications.

My understanding is that this seems primarily to be a matter that GNR is pursuing in order to rectify potential problems with the UK Regulatory Authorities as well as to deal with the UK Information Commissions's privacy concerns for the individual namespace.

I personally don't think it's necessary for the names council to evaluate or act on this issue. It would appear to me that this is well within the purview of the ICANN staff to deal with and does not represent any material consensus policy change.
