ICANN 储备资金达到新的里程碑

两年前,在 ICANN63 届会议召开期间,ICANN 董事会通过了一项八年计划,旨在补充 ICANN 的储备资金,使得该金额达到为期一年的运营开支水平,并将这一额度定为储备资金的最低目标额度。上个月,ICANN 自设立以来首次实现储备资金额度达到了可满足 12 个月运营开支的水平。

这一成就是董事会采取的补充储备资金措施的直接结果,即:将 2018 年的拍卖受益中的 3,600 万美元、剩余资金中的 1,100 万美元和再投资收益中的 1,300 万美元分配给储备资金。这一里程碑的实现比预期提前了五年半。在董事会的领导下、组织的实施推行中和社群的持续支持下,我们才得以实现这一成绩。

ICANN 储备资金于 2007 年设立,它对于确保 ICANN 的长期财务问责制、稳定性和可持续性来说至关重要。自其设立以来,任何运营余额或投资回报都已分配给了储备资金。

2014 年至 2018 年间,董事会多次批准从储备资金中取款,以填补互联网号码分配机构 (Internet Assigned Numbers Authority, IANA) 管理权移交事务期间产生的额外开支。管理权移交完成后,ICANN 董事会便设立了一个工作组,在 ICANN 组织的支持下,为储备资金确定了最新取用理由和目标额度。最终补充计划指示 ICANN 在为期七到八年间向储备资金分配 3,200 万美元,并将新通用顶级域 (gTLD) 项目的拍卖受益中的 3,600 万美元分配给储备资金。

    Domain Name System
    Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
