洛杉矶——2020 年 11 月 6 日—互联网名称和数字地址分配机构 (Internet Corporation for Assigned Names and Numbers, ICANN) 于今天宣布发布第四版根区标签生成规则 (RZ-LGR-4)。根区标签生成规则 (RZ-LGR) 为确定域名系统 (Domain Name System, DNS) 根区中所使用的国际化域名 (Internationalized Domain Name, IDN) 有效标签及其变体标签编制了一套标准。

RZ-LGR-4 整合了 18 种文字,将中文和孟加拉文增添进了这个版本。此外该版本还囊括了:阿拉伯文、梵文、埃塞俄比亚语、格鲁吉亚文、古吉拉特文、果鲁穆奇文、希伯来文、埃纳德文、高棉语、老挝语、马来亚拉姆文、奥里雅语、僧伽罗文、泰米尔文、泰卢固文、泰国语。这些规则由针对各种文字的生成专家组使用已提交的提案进行编制,并在经过了公共评议期后最终定稿。亚美尼亚文和西里尔文的文字提案现已由相应的生成专家组编制完成,但整合专家组决定对这两套提案暂缓整合,直至其他相关文字的提案完全定稿为止。

RZ-LGR 的编制工作遵守国际化域名标签规定中的《根区标签生成规则制定和维护规程》(Procedure to Develop and Maintain the Label Generation Rules for the Root Zone) 一文。最大启动字汇现已识别总共 28 种文字将被纳入到 RZ-LGR 中。社群编制的相关提案定稿后,余下文字也将被纳入 RZ-LGR 的后续版本中。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
