Board Finance Committee (BFC) Meeting Minutes 19 August 2014

The following is a summary of discussions, actions taken and actions identified:

  • Recap of FY14 Budget – Staff presented a recap of the FY14 budget, previous forecasts and schedule.

  • FY15 Operating Plan and Budget – Staff presented a summary of public comments received, noting that there were 51 comments received in a timely fashion. Other comments were provided late, but a comparison of the timely submitted comments showed that essentially all of the comments received after the close of the public comment forum were already presented so there are no substantive comments not being considered. The comments were categorized as follows: (i) IANA stewardship transition (mostly seeking clarification of what is captured in that budget line item); (ii) revenue and expenses (suggesting revenue assumptions are too optimistic and expenditures are too high); (iii) seeking a better understanding of the linkage between the strategic plan and operating plan; and (iv) comments on overall improvements of the presentation (appreciation expressed for project level detail, etc.). Staff reported that responses to each comment have been drafted and will be presented and published with the comment summary and analysis, and changes to the final budget will be made in response to some of the comments, to the extent appropriate and consistent with the operating plan. Staff reported that more clarity will be provided in the final Operating Plan and Budget regarding the IANA stewardship transition work underway and the link between the strategic plan and operating plan. Staff presented an updated analysis of the revenue assumptions and sensitivity analysis, taking into account the actual data available since April 2014, when the draft budget was finalized. As a result of the changes that the updated analysis provided, staff has identified required changes to the draft budget, consisting of a reduced revenue projection for FY15. Staff indicated that the reduction of revenue should also be accompanied by a corresponding reduction of expenses to maintain a balanced budget. The updated analysis and the staff recommendations to lower revenues and expenses as a result were reviewed and discussed with the BFC members, including the public comments receivedStaff briefed the BFC on the text of the proposed resolution. The BFC agreed to recommend that the Board approve the FY15 Operating Plan and Budget as revised.

    • Action: Staff to prepare the materials for presentation to the Board for consideration.

  • FY14 Financials – Staff presented an overview of the FY14 financials, including budget, preliminary actuals and forecast. The audited financial statements for FY14 are expected to be completed by the end of October 2014.
