中国北京市…互联网名称与数字地址分配机构 (Internet Corporation for Assigned Names and Numbers, ICANN) 于今日宣布张建川先生将接任北京合作中心主任一职,并将于 2017 年 4 月 17 日正式入职。

张先生将接替其前任宋崝先生的工作,加入亚太区利益相关方合作团队。他将负责 ICANN 北京合作中心的运营事务。

"我对宋崝过去三年的工作表示感谢,他为北京合作中心的启动运行发挥了关键作用。在此期间,中国多利益相关方社群参与 ICANN 工作有了显著地提升,"ICANN 副总裁兼亚太运营中心总经理罗嘉荣表示。

"我相信建川将进一步加强亚太运营中心团队,为中国社群的参与合作提供帮助。确保所有利益相关方都能在 ICANN 政策建议的制定过程中发声是至关重要的。我坚信建川将把我们与中国的合作提升到一个新的层次。"

张先生将从北龙中网 (KNET) 离任并入职 ICANN,他目前担任北龙中网高级研究员兼政策与公共事务总监。在现有职位上,张先生积极参与了 ICANN 的共识性政策制定工作,包括:国际化域名 (IDN)、新通用顶级域 (gTLD) 后续流程等。他还积极参与了互联网号码分配机构 (Internet Assigned Numbers Authority, IANA) 管理权移交提案的讨论工作。

张先生的职业生涯起步于中国互联网络信息中心 (China Internet Network Information Centre, CNNIC),使他对域名行业有着深入的了解。他持有中国人民大学 (Renmin University of China) 公共管理/政策硕士学位和美国北伊利诺伊大学 (Northern Illinois University) 公共管理博士学位。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
