ICANN与中国工信部电信研究院(CATR)签署《理解备忘录》,加强ICANN与中国社群合作 | 密切交流加强合作

英国伦敦… ICANN和中国工业和信息化部电信研究院(CATR)于今日签署了《理解备忘录》(MOU),进一步加强在中国的交流与合作。

根据这份合作协议,ICANN和CATR将共同加强与中国社群的沟通交流,在IP地址和域名领域协调开展学术和公共政策研究,并就互联网治理议题交流看法。CATR还将帮助中国社群更多参与ICANN的各项活动,例如ICANN公共会议。

ICANN总裁兼CEO法迪·切哈德(Fadi Chehadé)谈到:"这次合作证明了中国这样一个网民占全球网民的五分之一以上、并拥有一个充满活力的互联网产业的国家,可以在ICANN全球社群中发挥重要作用和作出积极贡献。这是自去年4月在北京成立首个合作中心以来,ICANN在全球化进程中取得的另一里程碑。"

CATR院长曹淑敏和法迪·切哈德在英国伦敦举行的ICANN第50届会议上签署了这份《理解备忘录》。

"CATR是ICANN社群中的建设性成员,我们赞赏ICANN推进全球化所做出的努力。本备忘录将有力地促进双方相互理解。"曹淑敏院长指出。"我们相信,这一合作将使ICANN更为贴近中国互联网用户和产业。我们非常高兴能在ICANN进入关键转型期时,与ICANN启动这一意义重大的合作。"

ICANN负责亚太事务的副总裁兼亚太区域中心负责人郭又铨指出,CATR是中国著名的国家级研究机构,在科研和政策研究方面拥有50多年的丰富经验。

"CATR与中国政府、学术界和行业有着广泛的联系和丰富的合作经验。能与像CATR这样的机构建立紧密的合作关系,我们感到十分兴奋。我们之间的合作不仅将使中国受益,还能树立榜样,加强ICANN与亚太地区其他国家之间的合作。"郭又铨指出。

电信研究院是中国工业和信息化部(MIIT)的下属机构。它为政府提供支持,并服务于中国的整个信息通讯产业。该机构是中国信息通讯领域的核心机构,是MIIT制定综合政策的主要支持单位;它从国内和国际、宏观和微观角度为MIIT提供有关技术和政策的全面支持。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
