Ram Mohan: Mr. Mohan is an Executive Vice President and Officer of Afilias, which has contracts with ICANN to operate several gTLD registries and which is under contract for services to other registry operators that are under contract to ICANN (a complete list of the relevant registries can be found on Afilias' website.) Mr. Mohan is also the president of the Philadelphia chapter of the Internet Society. Afilias is a minority shareholder in ICM Registry, Inc., that operates several TLDs. Afilias has regular business transactions with Melborne IT (Bruce Tonkin's employer and an ICANN accredited registrar). Afilias is also involved in some way in numerous new gTLD applications that are at various stages of processing. Mr. Mohan's wife is employed by Comcast, a new gTLD registry operator, but she is not involved in the new gTLD operations or in other matters relating to ICANN. Mr. Mohan's sister-in-law is owner and CEO of the ICANN accredited registrar, 2030138 Ontario Inc.

Mr. Silber is a member of the Management Committee and Treasurer of the Internet Service Providers' Association (ISPA) of South Africa and serves as a Director of The Tertiary Education and Research Network of South Africa and African Digital Networks Sprl in République démocratique du Congo.

  16. Jonne Soininen: Head of Software Industry Initiatives at Nokia Networks and owns a nominal amount of Nokia shares; Nokia is a new gTLD contracted party.

  17. Bruce Tonkin:  Chief Strategy Officer of Melbourne IT, which has a contract with ICANN as an accredited registrar on the same terms as all other registrars. Melbourne IT is an accredited registrar for:  (i) .au Domain Administration Limited of which Board member Chris Disspain is the CEO; (ii) .fr operated by the Association Française pour le Nommage Internet en Coopération (AFNIC) for which former ICANN Board member Sébastien Bachollet serves as a Board member; (iii) .info, where Afilias, the employer of Ram Mohan, is the gTLD operator; and (iv) generally for many TLDs.

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
