终止《注册管理机构-注册服务机构协议》

如果 ICANN 认证注册服务机构和注册管理运行机构选择终止《注册管理机构-注册服务机构协议》(RRA),他们应至少提前三十 (30) 天向 ICANN 组织发出终止其一个或多个 RRA 的书面通知。

  • 对于注册服务机构,注册服务机构主要联系人可以使用注册服务机构的官方信头将该通知通过电子邮件发送至 registrar@icann.org,并且必须由注册服务机构公司的授权高级职员签署该通知。如果终止协议的注册服务机构拥有受管理的域名,则可以选择在提交给 ICANN 组织的 RRA 终止通知中确定拟定的(域名)转入注册服务机构。
  • 对于注册管理运行机构,经过认证的域名服务门户 (NSp) 用户可以使用注册管理机构的官方信头将该通知通过电子邮件发送至 globalsupport@icann.org,并且必须由注册管理运行机构的授权高级职员签署该通知。注册管理运行机构还必须向 ICANN 组织确认他们已向注册服务机构发出 RRA 终止通知。ICANN 组织将联系(域名)转出注册服务机构,确认他们是否希望确定拟定的(域名)转入注册服务机构。

RRA 终止后(无论是由注册服务机构还是注册管理运行机构终止),以前由注册服务机构提供支持的任何域名都必须转移到 ICANN 认证注册服务机构,且该注册服务机构需要针对要转移的通用顶级域 (gTLD) 名,与注册管理运行机构签署了有效的 RRA。ICANN 组织遵循其已被取消认证的注册服务机构的过渡流程,以确保域名的成功转移和对注册人的保护。在注册服务机构未确定拟定的(域名)转入注册服务机构的情况下,ICANN 组织可根据已被取消认证的注册服务机构的过渡流程,使用其(域名)转入注册服务机构选择流程。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
