注册管理运行机构名称变更

概述

在一份《注册管理机构协议 (Registry Agreement)》的 10 年有效期间,相关机构可能需要更名。当这类更名并非因为注册管理机构的控制权发生变化,则该机构需要使用《注册管理运行机构更名服务 (Registry Operator Name Change Service)》向 ICANN 组织申请更名。

在《注册管理运行机构更名服务》中,注册管理运行机构必须同时在持续经营方案 (Continued Operations Instrument, COI) 中进行更新,以反映这次更名。

  • 若持续经营方案 (COI) 的形式为信用证 (Letters of Credit, LOC),则 ICANN 组织将与美国银行 (Bank of America) 接触,确保该信用证合规。若美国银行根据标准银行业指南认为这套方案存在缺陷,则将指导注册管理运行机构对 COI 进行修正,以弥补这些缺陷。
  • 若 COI 的形式为托管协议,则 ICANN 组织将审核更新后的协议,确保其合规。

一旦 ICANN 组织核实了更名,并确定这次更名并非由于注册管理机构的控制权有所变更,则将会对《注册管理机构协议》进行修订,在该协议的前言中反映名称变更,并将变更事项发布在注册管理机构协议页面上。若签约方旗下拥有多个顶级域 (top-level domains, TLDs),则 ICANN 组织可选择发布一份修订文件作为附件,且在其中列出所有受影响的顶级域 (TLD)。

Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
