ICANN 提名委员会 | 委员会的职责

提名委员会 (NomCom) 是一个独立机构,负责选举董事会的八名成员以及《章程》中规定的 ICANN 机构内部的其他关键职位。(参见章程第 VII 条第 1 款

ICANN 是一个非营利性公益机构,致力于:维护互联网运营的安全性和稳定性;促进竞争;实现全球互联网社群的广泛代表性;并通过自下而上、基于共识的流程支持制定与其使命相符的政策。

如上所述,NomCom 的职责在于提名合适人选填补 ICANN 董事会以及 ALAC、ccNSO 理事会和 GNSO 理事会的职位。它是支持组织和咨询委员会内部在填补 ICANN 关键领导职位时所采用的其他程序的补充。

此外,《章程》还规定:NomCom 应在其认为必要的时候采纳发布在 ICANN 网站上的这类运营程序。

NomCom 的成立初衷便是独立于董事会、支持组织和咨询委员会之外单独运作。NomCom 成员仅代表全球互联网社群,在《ICANN 章程》赋予的 ICANN 使命和职责范围内工作。

NomCom 内各位成员为 NomCom 贡献的内容有两种,一是他们对互联网社群作为一个整体的广泛利益的理解,二是他们在指派他们的互联网利益相关方的关切和利益方面的知识及经验。NomCom 所面临的挑战就是在其选拔工作中综合这些观点并达成共识。尽管受到支持组织和其他 ICANN 机构的指派,NomCom 成员个人不对其指派机构负责。当然,NomCom 成员有责任遵守《章程》以及遵循 NomCom 制定的规则和程序,这一点是毋庸置疑的。

Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
