交叉所有权通知服务

如基本《注册管理机构协议》第 2.9 (b) 节所述,如果注册管理运行机构与 ICANN 认证注册服务机构形成附属方或分销商关系,或者将任何注册管理机构服务(服务定义见基本《注册管理机构协议》)转包给 ICANN 认证注册服务机构,则注册管理运行机构必须将形成此类附属方、分销商或转包关系的合同、交易或其他安排及时通知 ICANN 组织。

此通知应在域名服务门户中通过提交"交叉所有权通知"服务请求来提供。除了通知交叉所有权关系的建立,注册管理运行机构还可以使用"交叉所有权通知"服务,向 ICANN 组织通知以前披露的交叉所有权关系的变化或解除。

"交叉所有权通知"服务涉及三 (3) 个主要步骤:

  1. 域名服务门户中提交"交叉所有权通知"请求:按照相应步骤,(a) 确认请求类型 - 新建立的关系,还是对以前披露的关系的更新;(b) 提供有关实体和关系的详细信息,例如:

    1. 注册服务机构依法登记的全名和 IANA ID,及/或注册管理运行机构与之拥有交叉所有权权益的注册服务机构经销商依法登记的全名。
    2. 注册管理运行机构与相应实体建立交叉所有权的协议日期。
    3. 注册管理运行机构在相应实体中占有所有权权益的百分比。
  2. ICANN 审核:ICANN 组织进行详细审核,并确定是否需要向注册管理运行机构提出重大竞争问题(如适用)。
  3. 管理工作:ICANN 组织更新其系统和记录,以反映所提供的信息。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
