Q : Pourquoi ces transferts ont été autorisés par l'ICANN ?

R : L'ICANN peut approuver des transferts groupés dans les cas suivants :

  • résiliation du contrat d'un bureau d'enregistrement ;
  • acquisition d'un bureau d'enregistrement ou de ses ressources par un autre bureau d'enregistrement.

Q : Comment le bureau d'enregistrement entrant a-t-il été choisi ?

R : L'ICANN a suivi sa procédure de transition en cas de révocation d'accréditation d'un bureau d'enregistrement (voir http://www.icann.org/en/resources/registrars/drt/dartp-11jul13-en.pdf [PDF, 129 KB]) pour identifier le bureau d'enregistrement entrant qui s'occupera des noms gTLD auparavant gérés par le bureau d'enregistrement ayant perdu son accréditation.

Q : Que se passe-t-il pour les clients du bureau d'enregistrement qui a perdu son accréditation ?

R : Les anciens clients de ce bureau d'enregistrement devraient se voir communiquer par le bureau d'enregistrement entrant un avis de transfert et des instructions quant à la gestion continue de leurs noms. Les clients concernés qui ne reçoivent aucune notification sont invités à contacter le bureau d'enregistrement entrant (coordonnées disponibles sur https://www.internic.net/alpha.html). Si vous n'obtenez pas de réponse, écrivez à globalsupport@icann.org.

Q : Les titulaires de nom de domaine doivent-ils payer des frais pour les transferts groupés ?

R : Non, les titulaires de noms n'ont pas de frais à payer pour les transferts groupés. Contrairement aux transferts ordinaires entre bureaux d'enregistrement, les conditions d'enregistrement ne seront pas prolongées d'un an. Par conséquent, il est important de contacter le bureau d'enregistrement entrant si votre enregistrement arrive prochainement à échéance afin qu'il soit maintenu.

Q : Et si les titulaires de nom de domaine concernés veulent changer de bureau d'enregistrement ?

R : Les titulaires de nom de domaine pourront toujours transférer leurs enregistrements vers d'autres bureaux d'enregistrement en vertu de la politique de transfert entre bureaux d'enregistrement (voir http://www.icann.org/en/transfers/). Sachez que le bureau d'enregistrement entrant est libre de refuser des transferts pendant les 60 premiers jours qui suivent le transfert groupé. Cette période, prévue dans la politique de transfert entre bureaux d'enregistrement, est destinée à protéger les titulaires de nom de domaine. Ces derniers peuvent avoir besoin de renouveler des noms expirant dans les 60 jours suivant le transfert vers le bureau d'enregistrement entrant.

Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
