促进公开会议期间的相互尊重

随着 ICANN 第 69 届会议日渐临近,ICANN 监察官办公室希望借此机会向大家表示感谢,感谢各位承诺遵守并尊重 ICANN 奉行的基于共识、多利益相关方参与的政策制定流程。ICANN 公共会议是社群成员交流观点、就当前问题彼此交换最新信息,以及共同推进政策工作的重要论坛。

ICANN 的预期行为标准围绕互动期间的各个方面,对参与 ICANN 政策制定流程、会议和活动的所有人员提出了具体的行为要求。《预期行为标准》涵盖了视觉、书面和口头等所有层面的沟通标准。所有参会人员都有权期待享有这样的体验:每位参会人员言谈举止专业而礼貌,照顾文化差异,并时刻保持相互尊重。

公共会议期间,负责各场会议的可能是 ICANN 董事会成员、ICANN 组织工作人员,或 ICANN 的支持组织、咨询委员会及其选区利益相关方机构、工作团队和工作组的领导者。这些会议负责人均承诺遵守并贯彻执行《预期行为标准》。也正因如此,在每一场会议中,都会提醒参会人员需要注意并遵守这些标准。

除《预期行为标准》之外,社群反骚扰政策也强调、鼓励并促进在 ICANN 社群内部践行相互尊重的精神。

始终保持镇定和得体的言谈举止并非易事,在我们这个全球化的社群中,我们有时会忘记,某个地域视为幽默的言行或许在另一个地域就属于冒犯。虚拟会议或面对面的互动中,都有可能会发生这种情况。不断有社群成员通过适当的方式,就可能会被视为骚扰或违反《预期行为标准》的特定事件,向 ICANN 监察官办公室寻求指导。

根据《ICANN 章程》中的规定,我会在助理监察官芭芭拉·科文 (Barbara Curwin) 的协助下,履行 ICANN 社群非正式争议解决官的职责,并确保 ICANN 社群成员享有公正的待遇。作为倡导客观、公平的机构,监察官办公室可以视情况严重程度提供指导、协调和调查服务。

如果您认为其他 ICANN 会议参会人员的行为举止或其提供的材料不符合《预期行为标准》,我们鼓励您提请会议主席、ICANN 组织工作人员,或监察官办公室关注相关事件。如果您认为自己遭到骚扰或觉察到骚扰事件,可通过相应的流程和程序进行举报并提出索赔。监察官将对这些投诉完全保密。

    Domain Name System
    Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
