2013 RAA Submitted to ICANN Board

The comment period for the proposed 2013 Registrar Accreditation Agreement (RAA) closed on 4 June 2013. Staff conducted a careful review of all of the comments received and has posted a summary and analysis at http://www.icann.org/en/news/public-comment/report-comments-proposed-raa-21jun13-en.pdf [PDF, 188 KB].

In response to public comment, some revisions were made to the 2013 RAA. A summary of changes made in response to public comment is available here [PDF, 128 KB]. While ICANN was able to address many of the community’s comments, there were several proposed revisions that were not incorporated into the 2013 draft, many because the policy process is a deemed a more appropriate venue for consideration. Many of items raised within the comment period had also been raised and considered previously within the negotiations.

The revised, proposed 2013 RAA has been submitted to ICANN’s Board of Directors for consideration and possible approval at its 27 June 2013 meeting. ICANN staff is also continuing its dialog with registrars to ensure that the clarifying revisions meet with the spirit of the negotiated agreement and will provide the Board with an updated recommendation if warranted as a result of this dialog.

ICANN is committed to having the 2013 RAA in place prior to the delegation of new gTLDs and continues to work diligently towards this goal.
