理事会–GAC 工作组宣布实施关于 GAC 建议和 GAC 建议注册的 ATRT 建议

在哥斯达黎加圣约瑟召开的 ICANN 第 43 次会议上,理事会-GAC 建议实施工作组 (BGRI-WG)1 开会审核了问责制和透明度审核小组 (ATRT) 提出的 GAC 相关建议的实施工作2。BGRI-WG 欣然宣布最终实施针对 GAC 建议(建议 9)以及 GAC 建议注册的创建和运营(建议 10)的 ATRT 建议。

ATRT 建议 9 要求阐明“章程中 GAC 公共政策‘建议’的构成要素”。BGRI-WG 确认,GAC 网站上有关于 GAC 建议的相关定义3。BGRI-WG 指出,该定义仅针对 ICANN 理事会的 GAC 建议,不包括针对 ICANN 支持组织和其他咨询委员会的 GAC 建议。最后,BGRI-WG 表示,根据 GAC 运营原则 47,“GAC 寻求成员之间的共识是其工作的基础”。如果 GAC 向理事会提出包括各项意见在内的非共识性建议(此种情况不太可能发生),预计理事会将再次寻求 GAC 对其建议作出进一步说明。

ATRT 建议 10 要求建立正式且文件化的流程,理事会据此流程通知 GAC“会影响征询 GAC 建议的公共政策问题的事宜”。还要求 ICANN“开发一个在线工具或数据库,将对 GAC 的各项请求和从 GAC 收到的各项建议,与理事会对各项建议的考量和回复一起予以归档”。在哥斯达黎加会议上,ICANN 工作人员向 BGRI-WG 提供了一份针对理事会的 GAC 建议注册草案和 ICANN 建议的理事会要求。BGRI-WG 提出了一些需要进一步考虑的问题,并批准将当前注册版本作为首个版本。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
