ICANN69 届会议将以虚拟公共会议的形式召开

洛杉矶——2020 年 6 月 11 日——互联网名称与数字地址分配机构 (Internet Corporation for Assigned Names and Numbers, ICANN) 于今天宣布 ICANN 董事会现已决定原定于在德国汉堡召开的 ICANN69 届年度大会 (Annual General Meeting, AGM) 将不会采取亲临会场的方式召开。相反,董事会现已指示 ICANN 组织与 ICANN 社群展开协调,在无法召开见面会的情况下,制定召开 ICANN69 届会议的最佳方案,从而达到一场 ICANN 年度大会的预期效果,支持社群正在进行的政策建议和制定工作。

这次会议预定在 10 月 17 日至 22 日期间召开,将成为因"2019 冠状病毒病 (COVID-19)"疫情而召开的第三场 ICANN 虚拟公共会议。ICANN67 届会议原定于在墨西哥坎昆市召开,后改为一场虚拟会议;即将召开的 ICANN68 届会议原定于在马来西亚吉隆坡召开,也已改为虚拟会议。

ICANN 社群的健康与安全永远是一项头等要务,鉴于此,ICANN69 届会议在预定时期内采取亲自参会的方式将是不切实际的。尽管缓和 COVID-19 所带来的影响的工作已经取得了一定进展,但仍旧有诸多障碍导致如 ICANN 公共会议一样的大型国际会议无法顺利召开。这些障碍包括:国际差旅限制持续推行、航班次数减少、申请签证难度加大、保持身体距离的要求、给本地东道主社群所带来的风险,以及疫情再次卷土重来而可能导致的进一步封锁。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
