ICANN68 届会议英才计划申请轮次正式开放


洛杉矶——2019 年 11 月 15 日——互联网名称与数字地址分配机构 (The Internet Corporation for Assigned Names and Numbers, ICANN) 于今日宣布 ICANN68 届会议英才计划 (Fellowship Program) 申请轮次正式开放。考虑到 ICANN68 届会议是一届政策论坛,因而本轮申请仅面向此前已经参加过一轮 ICANN 英才计划的老学员开放。这届会议将于 2020 年 6 月 22 日至 25 日在马拉西亚吉隆坡召开。申请提交截止日期为:世界协调时 2019 年 12 月 15 日 23:59 时。成功入选的人员名单将于 2020 年 2 月 24 日在 上公布。

ICANN 英才计划 (Fellowship Program)

英才计划旨在寻找那些对 ICANN 的各项事务感兴趣或已经参与进来的人员,具体包括:政策制定、域名系统 (Domain Name System, DNS) 的运营,以及全球互联网的安全和稳定。ICANN 英才计划旨在帮助来自欠服务地区和代表不充分的社群的人员有机会成为 ICANN 社群中的活跃分子,从而加强多利益相关方模型的多样化。

自 2007 年设立以来,英才计划已经组建了一个强大的团体,包含一批在互联网生态系统内,活跃在 ICANN 各大社群和各互联网治理实体机构内的参与人。这类参与涉及一系列活动:

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as"""" is not an IDN."
