提案征询 (RFP) 更新版:域名冲突分析项目 (NCAP) 第 1 轮调查

洛杉矶——2019 年 7 月 22 日——互联网名称和数字地址分配机构 (Internet Corporation for Assigned Names and Numbers, ICANN) 现征召一名承包商执行域名冲突分析项目 (Name Collision Analysis Project, NCAP) 第 1 轮调查所需的研究、分析和撰文工作。

域名冲突是指:在一个域名空间中已经确定并使用的域名可能出现在其他域名空间的情况。在一个域名空间中使用一个域名的用户和申请可能尝试在另一个域名空间中也使用该域名,但考虑到这个域名的预定使用情形在两个域名空间中并不相同,因而这种情况可能带来出乎人们意料的结果。

ICANN 董事会现请求 ICANN 安全与稳定咨询委员会 (Security and Stability Advisory Committee, SSAC) 对域名冲突的影响进行研究,并将这类影响和可能采取的缓和措施通告给董事会。作为回应,安全与稳定咨询委员会 (SSAC) 启动了域名冲突分析项目 (NCAP),并设计了第 1 轮调查。这轮调查是三轮域名冲突调查中的第 1 轮。这些调查旨在回应董事会所提出的请求。

但由于 NCAP 第 1 轮调查的范围比 SSAC 的日常工作范围要更广,因此 ICANN 组织的首席技术官办公室 (OCTO) 正在促进这项工作,并尝试征召一名承包商来执行第 1 轮调查。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
