《基本章程》修订案——IANA 域名职能审核

《章程》、IANA 域名职能审核


目的:本轮公共评议期旨在针对《章程》第 18.7(b) 节中有关互联网号码分配机构 (IANA) 域名职能审核小组的构成所编写的拟定修订案征询社群的意见。这份拟定修订案由国家和地区名称支持组织 (ccNSO) 提出。该组织指出了根据《章程》要求任命人选参加 IANA 域名职能审核时目前存在着的一个问题。董事会在 ccNSO 的请求之下同意启动《基本章程》的修订流程(具体请参见《章程》第 25.2 节),并针对 ccNSO 对构成要求所提出的拟订修订征询社群意见。这份修订案将解除 ccNSO 需要指定一名"非 ccNSO 成员"的"ccTLD 代表"的要求,相反,允许 ccNSO 能够从其团队中任命三名代表,不论这三名代表是否拥有"ccNSO 成员"资格。

当前状态:根据《ICANN 章程》第 18 条对 IANA 域名职能审核小组提交任命人选。在此期间,ccNSO 理事会在指定一名"非 ccNSO 成员"的"ccTLD 代表"时遇到了困难。目前没有任何一个构成符合《章程》的要求,且 IANA 域名职能审核小组的工作也尚未启动。ccNSO 将继续努力完成任命工作,因为这项工作影响着现有 IANA 职能审核 (IFR) 的流程启动。若通过各种交流接触后仍旧无法找到一名"非 ccNSO 成员"填补这一任命空缺,则在本轮《基本章程》修订流程结束后,针对 IFR 的构成所做出的任何调整将适用于现有的 IFR 流程,并作为未来 IANA 域名职能审核中针对这一问题的补救方案。ccNSO 理事会提出请求ICANN 董事会根据《ICANN 章程》第 25.2 节启动了《基本章程》修订流程,并提出了这份构成修订案。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as"""" is not an IDN."
