诚招志愿者:提名委员会 (NomCom) 审核实施工作组

洛杉矶——2019 年 3 月 25 日——互联网名称与数字地址分配机构 (The Internet Corporation for Assigned Names and Numbers, ICANN) 与提名委员会 (Nominating Committee, NomCom) 审核实施规划小组 (Implementation Planning Team, IPT) 现诚招志愿者加入 NomCom 审核实施工作组。该工作组的工作结论将影响整个 ICANN 社群,因而让所有 ICANN 支持组织、咨询委员会和相关利益相关方团体和选区都能参与进来是至关重要的。

根据 ICANN 董事会的请求(请点击此处查看 2019 年 3 月 14 日的决议),提名委员会的审核实施工作组将:

  • 编制一份详细的实施计划,按照 IPT 发布的《可行性评估和初步实施规划》 [PDF, 515 KB] 中规定的方针,针对 NomCom 审核提出的 27 条建议来确定合适的成本规划;以及
  • 一旦获得董事会的批准,负责监督这些建议的实施推行。这份详细的实施规划(包括适当的实施成本)应当在 2019 年 3 月 14 日的董事会决议通过后不晚于 6 个月内尽快提交给董事会,例如:在 2019 年 9 月 14 日前。

小组的工作承诺预计将是:工作时长不少于两年,且每隔一周举行一次电话会议。实施工作组的成员将不会获得差旅支持。

背景

2019 年 3 月 14 日,董事会接受了独立审核人提交的 NomCom 审核最终报告 [PDF, 629 Kb]和 NomCom 审核 规划小组提交的《可行性评估和初步实施规划》 [PDF, 515 KB] (FAIIP),最终通过则取决于实施成本规划的制定。董事会请求 ICANN 组织与编写 FAIIP 的 NomCom 审核实施规划小组共同组建一个工作组,用于草拟一套详细的建议实施规划,并负责监督建议的实施推行。

ICANN 简介

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
