ICANN 第 58届会议英才计划申请轮次正式开放

ICANN 现针对有意参加 ICANN58 届公共会议的人员启动“英才计划”申请轮次。本届会议将于 2017 年 3 月 11 日至 16 日在丹麦哥本哈根市举行。本轮申请的截止时间为 2016 年 10 月 21 日。成功入选的候选人名单将于 2016 年 12 月 12 日在 ICANN.org 网站上公布。

英才计划

ICANN 英才计划项目旨在寻找那些对 ICANN 的各项事务感兴趣或已经参与进来的人员,具体包括:政策制定、域名系统的运营,以及全球互联网的安全和稳定。本项目旨在拓展明智选民的基础,使其能够参与到 ICANN 多利益相关方的流程中来,凭借其经验在所在地区和全球舞台上表达新的看法。在 2016 年对“英才计划”进行审核并启动了公共评议期后,申请流程也相应制定了最新标准和评估指南。如需这类信息请查看 ICANN 的英才计划页面。

自 2007 年设立以来,英才计划项目已经组建了一个强大的团体,包含一批在互联网生态系统内,活跃在 ICANN 各大社群和各互联网治理实体机构内的参与人。他们的参与方式包括:撰写文章或博客、针对自下而上的政策制定流程提供在线评论或亲自发表评论、参与互联网大会和专家组讨论、在工作组中执笔撰文、为新成员提供指导、为地区领导人提供支持,或是自行成为地区领导人。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
