ICANN 就 IANA 知识产权 (IPR) 发表声明

ICANN 对 IANA 管理权移交协调小组 (ICG) 的提案及其下属来自 社群工作组 (CWG)、 地区互联网注册管理机构整合 IANA 管理权移交提案小组 (CRISP) 和 IANA/NTIA 移交规划工作组 (IANAPLAN) 所制定的提案均表示支持。

ICANN 董事会目前正在关注如何推行提案中关于知识产权 (IPR) 的部分。董事会认为,考虑到稳定性和实际运营,IANA 职能运营商必须对 IANA.ORG 这一域名拥有运营控制权。

移交期间,ICANN 已经预备将与 IANA 相关的各类商标的全部所有权转移给一家各运营社群均同意的中立第三方;且各方应同意,作为当前 IANA 职能运营商的 ICANN 将获得这些商标的许可使用权,并在 ICANN 作为 IANA 职能运营商期间,对 IANA.ORG 这一域名拥有运营控制权。

若管理权移交期间,商标所有权转移流程影响到了预订时间表,则我方建议将所有权转移延期至移交完成之后。在这种情况下,ICANN 预备临时持有该知识产权,并承诺在运营社群认定了一名中立第三方后,在 120 日内将知识产权的所有权转移出去。

Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as"""" is not an IDN."
