公共评议期:通用名称支持组织 (GNSO) 审核工作报告草案公共评议现已延期。鉴于当前社群工作量较大,且本公共评议期中的建议将给社群和员工的工作量带来压力,现决定对本轮公共评议期延期,新截止时间为世界协调时 2015 年 7 月 24 日 23:59 时。

本轮公共评议期的启动旨在针对 Westlake Governance Limited(简称"Westlake 公司")发布的通用名称支持组织审核工作报告草案征询公众意见和建议。Westlake 公司作为独立审核人在进行了大量工作后草拟了本报告。他们的工作包括但不仅限于:在线调查(获得 178 份回复)、40 次一对一采访(大大超出了最初预计的工作量)、对各类文件进行审核与分析,以及在三次 ICANN 会议上对 GNSO 的工作流程进行直接观察。此外,Westlake 公司还咨询了 GNSO 的代表和其他社群成员。

Westlake 将分析本轮公共评议期中所获的社群反馈意见,考量在 ICANN 第 53 届会议上进行的面谈会议内容和与 GNSO 审核工作组持续沟通所获得的信息,并将在 2015 年 8 月底出具《最终报告》。最终报告和公众意见将被呈交至董事会供其考量。董事会一旦决定采纳本报告后,报告实施阶段则将立即启动。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as"""" is not an IDN."
