公共评议期延期:《义务确认书》和组织机构审核拟定日程安排和流程/运营改进措施

《义务确认书》和组织机构审核拟定日程安排和流程/运营改进措施公共评议期现已被延长。鉴于在 ICANN 第 53 届布宜诺斯艾利斯会议上,社群对此话题表示出极大的关注,且考虑到这项工作对社群的工作量所带来的影响,现将本公共评议期延长至 2015 年 7 月 8 日截止。

本轮公共评议期旨在针对《义务确认书》和《ICANN 章程》中规定的审核项目(组织机构审核)的拟定日程安排、流程和运营改进措施等问题征询公众意见。本次公共评议的请求是基于社群工作量和 2016 财年中的多次审核时间安排所确定的。根据《义务确认书 (AoC)》和《ICANN 章程》的条款规定,除了 GNSO 的最终审核外,2016 财年还预计进行七项审核。根据《义务确认书》的要求,这些审核包括:安全、稳定和弹性审核 (SSR2);WHOIS 政策审核 (WHOIS2);竞争、消费者选择和消费者信任审核 (CCT)。而章程中规定的组织机构审核则包括:一般会员第 2 轮审核、提名委员会第 2 轮审核、安全与稳定咨询委员会第 2 轮审核和根服务器系统咨询委员会第 2 轮审核。

本轮协商认识到,"CCWG——问责制"的流程正在考虑将《义务确认书》的审核纳入《ICANN 章程》的建议,此举可能要按需调整日程安排。

ICANN 致力于履行《义务确认书》和《章程》中所规定的义务,并随时准备执行审核工作的强制日程安排,除非社群通过了适当的替代方案。鉴于社群指出,大量同时进行的审核工作会对 ICANN 利益相关方的能力和 ICANN 资源带来重大影响,并请求从这种计划不明、易于混淆的多项审核工作中解脱出来,因此,提出需要对公共协商和拟定替代性日程安排进行考量。尽管 ICANN 履行承诺执行问责制义务十分重要,但回应社群对工作量的担忧也同样重要。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
