网络研讨会:IANA 域名职能跨社群工作组 (CWG):提案草案第二版公众意见征询研讨会

鉴于美国商务部下属机构美国国家电信和信息管理局 (NTIA) 请求 ICANN "召集一个多利益相关方流程制定一套(涉及 IANA 职能和相关根区管理的)美国政府管理权移交计划",此后,跨社群工作组(CWG——管理权)应运而生,旨在针对 IANA 域名职能制定一份整合移交提案。

"CWG——管理权"于 2014 年 12 月 3 日至 4 日召开了针对提案草案第一版的网络研讨会,此后收到了近 60 份公众意见。公共评议期结束后,"CWG——管理权"对所有评论进行了审核,并继续紧锣密鼓地开展工作,编写移交提案。这期间本小组举行了 30 多场电话会议,并在 2 月份召开的 ICANN 第 52 届新加坡会议上举行了一次工作会议,后又于 3 月份在伊斯坦布尔召开了一次见面会议,而最近又举行了一次总时长超过 12 小时的为期两天的工作会议,对提案草案第二版进行讨论整合。

"CWG——管理权"预计将在 6 月 ICANN 第 53 届会议闭幕之时将其最终提案提交至 IANA 管理权移交协调小组 (ICG),因而在此特别强调针对本草案获得广泛公众意见的重要性。鉴于此,本小组还就架构问题征询了独立法律顾问的意见,并就运营问题征询了外部专家的意见。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
