ICANN任命新首席合同合规官 | 设立消费者保护主管一职

互联网名称与数字地址分配机构(ICANN)于今日宣布任命艾伦·葛洛根(Allen Grogan)为首席合同合规官,监督合同合规和保护措施。在这一新的职务上,葛洛根将直接向本组织总裁兼首席执行官法迪·切哈德(Fadi Chehadé)汇报工作,是 ICANN 球领导团队的一员。他自 2013 年 5 月起一直担任 ICANN 的首席合同法律顾问。

ICANN 总裁兼首席执行官法迪·切哈德指出:"通过新 gTLD 项目拓展域名空间需要我们继续按照 1300 份新《注册局协议》的要求来整合运营能力。""艾伦的管理技能将在我们现有团队的卓越运营能力上添砖加瓦,使得我们在法律经验和分析工作上进入更深的层次。"

ICANN 合同合规团队的工作量已经得到了大幅度增加。2013年8月至2014年8月期间,我们已经接收了36,732份针对注册商的非正式投诉和853份针对注册局的非正式投诉。在这期间,我们还收到了72份正式投诉。

ICANN 合同合规部副总裁麦琪·塞拉德 (Maguy Serad)还将继续担任当前职务,并将向葛洛根汇报工作。塞拉德女士在其任职期间,成功地扩大了工作团队,使其成为一个高效的全球性部门。她还在管理运营合规能力的过程中,很好地应对了团队的扩大问题。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
