苏丹的 IDN ccTLD 申请成功通过字符串评估

ICANN 荣幸地宣布:已对提议的苏丹 IDN ccTLD 字符串成功地完成了字符串评估。

2009 年 10 月 30 日,在南韩首尔举行的 ICANN 年度大会上,ICANN 理事会通过了 IDN(国际化域名)ccTLD 快速通道流程。自 2009 年 11 月 16 日起收到第一个申请。该流程允许各个国家和地区向 ICANN 提交 IDN ccTLD 申请,该 IDN ccTLD 为代表国家或地区名称的非拉丁文文字。IDN ccTLD 申请方必须符合若干条件:

  • 用于表示 IDN ccTLD 的文字必须为非拉丁文;
  • 用于表达 IDN ccTLD 的语言必须为相关国家或地区的官方语言;以及
  • 必须符合一组特定的技术要求(由以 DNS 和 IDN 专家组成的外部 DNS 稳定性小组评估)。

申请流程和评估流程须经过三步:

  • 准备(由相关国家/地区的申请方进行):就申请的 IDN ccTLD、如何运营以及运营机构达成群体一致意见,同时准备和收集所有必需的支持文档。通过 http://www.icann.org/en/resources/idn/fast-track 的在线系统提交申请,同时附上支持该流程的其他材料。
  • 字符串评估:根据上述 IDN ccTLD 字符串标准的技术和语言要求对申请进行评估。
  • 字符串授权:根据同样用于 ASCII ccTLD 的 ICANN IANA 流程,成功符合字符串评估标准的申请有资格申请授权。申请人将字符串授权申请提交至 IANA 根区管理:root-mgmt@iana.org

加上本次发布的地区,共有 31 个国家/地区的申请成功通过了字符串评估。其中,有 23 个国家/地区(由 33 个 IDN ccTLD 表示)获得 DNS 根区授权,而其余国家/地区已准备申请或正在申请字符串授权。IDN 快速通道计划的最新数字将继续在快速通道流程网页 http://www.icann.org/en/resources/idn/fast-track 和 ICANN 绩效衡量标准公告板 https://charts.icann.org/public/index-idn.html 上提供。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
