ICANN Announces New Staff Appointments

BART BOSWINKEL

ICANN is pleased to announce the appointment of Mr Bart Boswinkel as Account Manager - RIR's.

Bart is of Dutch nationality. Before joining ICANN, he was General Manager of the registry for .nl. During that time he was involved in developing the arrangements between ccTLD's and ICANN and the ccNSO. Prior to his work for the .nl registry he was General Counsel with one of the first major ISP's in the Netherlands. Bart holds a MSc in both Business Law and Anthropology.

Bart's primary responsibility will be to enhance and develop our relations with registries - to gain a better understanding of how ICANN can best serve them. This will be from both an operational and policy perspective. The primary focus will be on the ICANN services provided. He will also be involved in potential joint efforts to promote our respective Missions. He will coordinate with other key ICANN contacts (eg IANA staff, policy support staff, operations and accounts) to ensure that we develop a holistic view of our relationship and ensure effective communications and service. Bart's first area of focus is the RIRs. He may then direct his attentions to include some of the gTLDs. Bart will be based in the Brussels Office.

THERESA SWINEHART

ICANN is pleased to announce the promotion of Theresa Swinehart to Vice President, Global and Strategic Partnerships. Theresa has been General Manager, Global Partnerships for ICANN since 2004. She has been successfully leading ICANN's efforts in globally coordinating ICANN's planning activities and work with regional communities, outreach activities, building relationships with all interested participants and regional organizations (both those in the private sector and governmental organizations).

Among her responsibilities, Theresa leads a team of Regional Liaisons, currently five, who work with respective regions to help support ICANN activities and responsiveness to Regional stakeholders.

Theresa holds dual nationality (US and Austria) and is fluent in English and German, and conversant in other languages. She holds a law degree from American University (USA), Washington College of Law (USA), a postgraduate degree in International Studies from Universität Wien (Austria), and a BA in International Relations from the University of California, Davis (USA).

PAUL LEVINS

ICANN today announced that Paul Levins has been appointed as Executive Officer and Vice President - Corporate Affairs. This new position will oversee ICANN's communications, messaging and Board support functions. It will be crucial to communicating with and listening to the internet community as ICANN grows to service its constituencies. Paul will be based in the Marina Del Rey Office in California.

Paul has over 25 years experience at the most senior levels of the government, business and non-government sectors. He has worked as a corporate affairs manager for Telstra Corporation, a leading telecommunications and information technology provider and prior to joining ICANN, Paul was General Manager, Operations and Corporate Affairs at Bilfinger Berger Australia, a German owned holding company in the infrastructure, building and services sector with a turnover of almost €$ 2.5 billion and over 5000 staff. In this role he directed the company's government affairs and communications effort.

Paul has been a Chief of Staff to Government Ministers in portfolios as diverse as Health; Urban Affairs and Planning; Housing; Higher Education; Employment Services; Water; Infrastructure and Natural Resources. He has worked at the Australian Human Rights Commission on the introduction of Tax File Number and Privacy legislation, and has worked in the education and youth policy sectors.

Paul holds a Bachelor of Arts from Macquarie University and is an Honorary Associate at the Graduate School of Government at the University of Sydney.
