域名冲突缓和框架权利保护机制实施要求现已出炉

经过了长达90天的公共评议期,ICANN现推行一套解决方案,使得新gTLD注册局能够在满足全部权利保护机制的要求时,得以从其二级域名(SLD)拦截清单中释放域名。ICANN还将给受到影响的注册局发放一份《域名冲突事件评估》的附录 [PDF, 68 KB],解释如何从2014年11月14日开始释放已拦截的域名。

释放这些域名时,注册局运营商需要针对以下域名类型启动一个满足"评估附录"中所列要求的"专属注册期":

  • 注册局运营商提交的《替代授权路径报告》中所列的二级域名拦截清单中的域名。
  • 商标信息交换中心中记录的域名。
  • 注册局运营商在日升期或索赔期留存下来的未分配域名。

注册局运营商可在以下两种方法中任选一种启动"专属注册期":

  1. 方法A——由ICANN选择"专属注册"的日期

    在ICANN发布的两个专属注册期中,注册局运营商可任选一个,并在做出该决定至少十(10)天前通知ICANN,且其启动的专属注册期时长至少为三十(30)天。公开发布每轮专属注册期的起始日期,以提高合格权利持有人的意识。ICANN积极鼓励大家使用这种方法,从而减少沟通障碍,加快SLD拦截清单中域名的释放速度。

    针对方式A的专属注册期时间段如下所示:

    • 专属注册期1:2014年12月10日——2015年1月9日注册局可在2014年11月30日前确定是否选择该时间段。
    • 专属注册期2:2015年1月16日——2015年2月15日注册局可在2015年1月6日前确定是否选择该时间段。
  2. 方法B——注册局运营商选择"专属注册"日期

    没有选择方法A的注册局可根据该注册局的原始日升期中的要求提供一个"专属注册期":

    1. 至少提前三十(30)天通知专属注册期的启动,并列明该专属注册期的开放日期(该注册期时长至少为30天);或
    2. 提供专属注册期的截止日期(至少提前60天通知),并明确本分配机制中并不采取先到先得的分配方式。

所有注册局运营商均应通过GDD端口向ICANN提交其所确定的专属注册期信息。

90天的咨询期已经在《域名冲突事件评估》第C节方式II中和ICANN董事会新gTLD项目委员会的决议中明确列明。

Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
