艾芙丽•多利亚(Avri Doria)女士荣获首届ICANN多利益相关方精神奖

ICANN多利益相关方精神奖试点项目评估委员会选择为社群长期服务的成员艾芙丽·多利亚(Avri Doria)女士为该奖项的首届获奖人。该奖项表彰了她在ICANN社群中所担任的多项职务(例如:ATRT2、ICANN学会和多项工作组的积极参与者)。该奖项还表彰了她在其他互联网平台中进行的积极而富有建设性的合作,包括:联合国互联网治理工作组(WGIG)、信息社会世界峰会(WSIS)、互联网治理论坛(IGF)、联合国加强合作工作组(WGEC)、国际互联网协会(ISOC)、互联网工程任务组(IETF)和互联网研究任务组(IRTF)等等。

艾芙丽曾在2005至2009年间任ICANN GNSO理事会选出的提名委员会成员,且从2013年至今一直受到非商业利益相关方团体(NCSG)的推选,此前,她还在2007年至2009年间担任GNSO及其理事会的主席。她曾参与多个GNSO工作组的工作,是"联合申请人支持项目跨社群工作组"的关键参与人,并涉足许多一般会员工作组的工作。艾芙丽女士现居美国罗德岛,现任dotgay LLC公司的政策和治理顾问、进步通讯协会(APC)的研究职员兼互联网治理国际学校的教员。

评估委员会从22名提名候选人中将她选出,认为她真诚地关心并诚挚地希望能够与来自不同背景、文化和利益的人们进行沟通合作,最能体现合作的精神。她向我们展示她愿意与新成员进行交流,倾听他们的心声,特别是与那些意见和利益与她存有差异的人们进行合作。不只一家选区或利益相关方团体都了解,她愿意真正地展开对话,以达成共识。她的确是多利益相关方模型的忠实捍卫者。

  4. 证实候选人在支持ICANN多利益相关方模型及其整体效率的过程中,还做出了额外贡献。

本试点项目的设立旨在检测多利益相关方精神奖这一理念,该奖项用以表彰对共识性解决方案贡献巨大,且极其重视ICANN多利益相关方模型在互联网治理中的重要性的ICANN参与人。鉴于多利益相关方模型将具有特殊利益的团体,或是具有利益冲突的团体聚在一起,旨在制定一个联合目标,通常需要对一系列问题进行广泛的讨论和辩论。鉴于在ICANN政策制定流程中,人们观点各异,见仁见智,因而相互尊重、团结合作是取得成功的关键。

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
