关于Pacnames Ltd公司向网路中文(Net-Chinese Co., Ltd)公司批量迁移域名的通知

常见问题解答

问:这些迁移为何由ICANN授权?

答:Pacnames Ltd公司所签署的《注册商授权协议(RAA)》已经于2013年11月29日自动终止,当日生效。

因此,Pacnames Ltd公司现已无注册或管理通用顶级域名注册的权利。ICANN按照《注册商间域名迁移政策》的规定,对本次批量迁移进行了授权,以确保在该注册商的注册管理职能被取消后,其注册人客户的不会受到负面的影响。

问:选择接手注册商的流程是怎样的?

答:ICANN根据《取消授权注册商过渡流程》(请参见http://www.icann.org/en/resources/registrars/drt/dartp-11jul13-en.pdf [PDF, 129 KB]),为已被取消授权的注册商此前管理的通用顶级域名确定了一家接手注册商。网路中文公司即是通过这一程序被最终确认的。

问:网路中文公司是否将尝试联系受到影响的注册人?被取消授权的注册商的客户目前需要采取哪些行动?

答:Pacnames Ltd.公司的前客户应当收到一份来自网路中文公司发出的域名迁移通知和域名继续管理说明。若受到影响的客户尚未收到来自网路中文公司的通知,则应通过以下链接中提供的联系方式直接联系该公司:http://www.internic.net/registrars/registrar-1336.html

问:注册人是否需要对本次批量迁移支付一定费用?

答:不需要。本次迁移注册人无需支付任何费用。与普通的注册商间域名迁移不同,本次注册期限不会被延长一年。因此,如果您的注册即将到期,则您需要联系网路中文公司以继续维护您的注册域名。

问:若受影响的注册人希望选择另一家注册商应该怎么办?

答:注册人仍可按照《注册商间域名迁移政策》,将可以将其注册迁移至其他注册商名下(请参见:http://www.icann.org/zh/transfers/)。请注意:网路中文公司有权根据公司规定,在批量迁移完成后的首个60天内拒绝迁出域名。这一60天的期限是《注册商间域名迁移政策》因考虑到保护注册人的权利所许可的规定。域名批量迁移至网路中文公司后,注册人可根据以下提供的详细信息对在迁移后首个60天内即将到期的域名进行更新续费。

Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
