Structural Improvements Committee (SIC) Meeting - Minutes 28 April 2014

The following is a summary of discussions, decisions, and actions identified:

The Meeting was called to order at 13:12 local time in Los Angeles, California.

  1. Agenda: The Chair established the agenda for the meeting and gave an overview of items to be discussed.

  2. Approval of Minutes: The SIC approved the minutes of its 21 March 2014 meeting as presented.

  3. Review of Open Action Items: The SIC reviewed the open actions from previous meetings. On the ASO review, the Chair noted that there was hope that the review would be closed out at the SIC's meeting in London in June 2014. All other open action items were on the agenda.

  4. Registrars Stakeholder Group Charter Amendment: In line with the approved Charter review process, the SIC considered the proposed amendments to the Registrars Stakeholder Group Charter and approved the posting of the proposed revisions for public comment, pending finalization of the amendments to align with the current form of GNSO Stakeholder Group Charters.

  5. ATRT2 Recommendations: The SIC reviewed Recommendation 11 from the ATRT2 final report to provide guidance on implementation considerations.

  6. GNSO Review Implementation: The SIC received a status update on the work to initiate the GNSO Review as part of ICANN's Organizational Review process. Staff noted that the RFP for the independent reviewer has already been posted, and presented the proposed timeline for the conduct of the review with a draft report anticipated to be posted for public comment in late 2014 (November). A 360 assessment is also being launched to help inform the further work of the GNSO Review. A webinar on the GNSO Review process will be held on 7 May 2014 to provide further information to the community.

  7. Inventory of ICANN Reviews: The SIC received an update on the work to compile an inventory and mapping of ICANN reviews. The Chair noted that it is important to include in this inventory the relationships between ICANN and other groups, such as the Address Supporting Organization.
