The following is a summary of discussions, actions taken, and actions identified:

  1. BFC Workplan – The BFC discussed its Workplan for the year, which is on target.
  2. Whois Disclosure System – The BFC engaged in a discussion regarding ICANN organization's proposal that the funding for the Whois Disclosure System (WDS) come from the Supplemental Fund for Implementation of Community Recommendations (SFICR). The Committee discussed the estimated cost for the implementation of the WDS. The estimated cost includes development costs and maintenance and licensing costs for two years of operation as recommended by the Generic Names Supporting Organization. Following discussion, the BFC approved a recommendation to the Board to approve the use of the SFICR to fund the implementation of the WDS to help inform the Board consideration of the Consensus Policy recommendation.

    • Action: ICANN org to prepare relevant Board materials.
  3. Draft FY24-28 Operating and Financial Plan (Draft FY28 O&FP) and the FY24 Operating Plan and Budget (Draft FY24 OP&B) – The BFC received a briefing on the Draft FY28 O&FP and the Draft FY24 OP&B, which explained that the plans account for large projects, such as implementation of the next round of the new generic top-level (new gTLD) Program, along with the org's normal ongoing operations. ICANN org reported that it has improved its project cost controls using the ICANN Project Management Framework, which will improve tracking and monitoring of project costs. The new controls, noted the org, will permit further delegation of cost oversight to project teams to monitor ongoing costs. The Draft FY24 OP&B includes assumptions based on the work that was prioritized by the community-led Planning Prioritization Group that was completed in October 2022, and also the continuation of items that were prioritized in FY22 and FY23 that will continue into FY24. The org reported that the Draft FY24 OP&B also includes a projected impact of inflation and current economic challenges, resulting in a slightly negative impact to ICANN's projected funding and expenses. It was also noted that these impacts have been reflected in the plans in a conservative and achievable manner based on the projected level of funding. The committee discussed that the projected funding and operational expenses for FY24 are US$145 million each, while the projected total expenses, taking into account all projects and initiatives is projected to be US$171 million. The projected full-time employees for FY24 are 451, which is a 10 percent increase to support the work of various projects such as the next round of the New gTLD Program. Following discussion, the BFC supported moving forward with publishing the Draft FY28 O&FP and the Draft FY24 OP&B for public comment. The org noted that the draft plans will be published for public comment for 61 days, from 14 December 2022 to 13 February 2023, which is longer than the standard 40 days.
